The party has been able to form governments in 4 of the 5 states. But there have been widespread allegations that the results have been manipulated through EVMs.</p> <p>The Congress, BSP, SP and AAP have complained to the Election Commission (EC) that EVMs were tampered. In response the EC is holding high level consultations to “put in place a proper strategy to reinforce the credibility of EVMs”.</p> <p>Every election has exposed the fact that the winners in the elections are decided by a handful of big monopoly and business houses. Through the use of money, muscle and media power they decide which party should get the upper hand in elections. They systematically discredit any other party that can become a serious contender by levelling charges of corruption and misrule against them and sending the CBI after them if required. Through their domination over symbols, they keep out any serious contenders who represent the interests of the people. A case is thus built for the party of their choice even before elections are conducted. The final manipulation is done on election day. With the introduction of EVMs this manipulation has become easy. The complaints by major parties reinforces the fact that election results are manipulated in favour of the winners.</p> <p>In order to make the people accept the election “verdict”, and throw a fog over election malpractices, the monopoly-owned media provide analysis and justification as to why a certain party could emerge as the winner. They analyse “shifts” in voting patterns among people belonging to a particular caste or religion. They highlight the “good governance” aspects of parties which emerged winners and the “anti-incumbency” aspect for the losers.</p> <p>But they hide the fact that these elections were held at a time when people were seething with anger against wave after wave of attacks on their rights and livelihood. Vast section of people were disgruntled with problems faced during the demonetization drive, attack on labour rights, bankruptcy of peasantry, attacks on students across universities, growing insecurity among women, loss of jobs due to liberalization and continuing stagnation in many economic sectors.</p> <p>After the elections, Prime Minister Modi projected a grand vision of a “new India” by 2022. The Congress promised a new deal for the people of Punjab. But these words of bravado are no different from what BJP and Congress have been promising the people, election after election.</p> <p>In the present political process, parties are accountable to their funders and not to the people. They foist a list of candidates on the people. Elected representatives are not answerable to the people but to their parties which gave them the tickets. When there is an indecisive outcome, then parties indulge in despicable horse trading. Elected representatives are bought with the promise of suitcases of money and ministerial posts. This is what is being witnessed now in Goa, Uttarakhand and Manipur.</p> <p>Election Watch and ADR have analysed that 36% of newly elected MLAs in UP had criminal records and 26% had serious criminal cases against them! The Election Commission, the body which is supposed to ensure the integrity of elections, is not able to answer why this has happened. The Supreme Court, which issued a rather pompous warning that those appealing to voters on the basis of religion and caste will be punished, remained a spectator when leaders of political parties raked up the Ayodhya issue and also openly gave calls to vote for them on the basis of caste.</p> <p>The entire political system and process reeks of corruption, nepotism and hegemony. From deciding on who should be given the ticket to contest to government formation and setting up the cabinet, people are not consulted.</p> <p>In the present system, parties act as gatekeepers to power and keep the people thoroughly marginalized from playing any active role in selecting their representatives and forming a government of their choice. When placed in power they do the bidding of the monopolies and business houses which favoured them. Thus elections are not an exercise where people express their views on who should rule them. They are a market place where political parties sell themselves to the highest bidder.</p> <p>We need to replace the current political process with a people-centred political process. In such a new arrangement, people should have the right to select and elect candidates and recall them if they fail to perform their duty. They should have the right to initiate legislation to protect their rights and interests. The state should fund the electoral process and any other funding should be disallowed. All candidates will have equal access to a symbol of their choice and media time. Political parties will play the role of an enabler to politicize the people so that they can take power in their own hands.</p> <p>In spite of a mind numbing propaganda to pass of the existing political system and process as genuinely democratic, several parties and activists have challenged the status quo. They have dared with considerable success to present the case for an alternative system and process. Considerable initiatives have been started to politicize the people so that they actively work for a people-centred political process. <p>लोगों को देश के राजनीतिक और सामाजिक जीवन के केंद्र में लाने के लिए काम करता है, ताकि लोग अपने जीवन पर असर डालने वाले मुख्य फैसलों को लेने में सक्षम हों। लोक राज संगठन का यह मानना है कि इसके लिए लोगों को अपने ही बीच में से अपने उम्मीदवार का चयन करने का अधिकार होना चाहिये। चुने गए प्रतिनिधि को जवाबदेह ठहराने और उसे वापस बुलाने का अधिकार होना चाहिये। कानून और नीतिगत फैसले करने का</p> <p>अधिकार होना चाहिये, ताकि लोग खुद अपने भविष्य के मालिक बन सकें। इस लक्ष्य की ओर बढ़ने के लिये, काम के स्थानों और रिहायशी इलाकों में लोक राज समितियां गठित की गयी हैं, जो लोगों को अपने अधिकारों के लिए संगठित करती हैं।</p> <h3>अधिकारों के लिए हमारा संघर्ष जारी है:</h3> <p>शिवाजी इस समय लोक राज समिति के अध्यक्ष हैं। बीते 11 वर्षाें से लोक राज समिति इस क्षेत्र के लोगों को संगठित करके अपने अधिकारों के लिये संघर्ष में अगुवाई देती रही है। इन संघर्षों की वजह से वार्ड की जनता को कुछ प्रमुख उपलब्धियां भी हासिल हुई हैं।</p> <ul><li>लोक राज समिति ने बच्चों की शिक्षा में उन्नति के लिये अनवरत संघर्ष किया है। समिति के सहयोग से पुरोगामी महिला शिक्षा केन्द्र चलाया जा रहा है। इसमें स्कूली बच्चों को पढ़ाई में सहायता देने के लिये प्रशिक्षित शिक्षक लगातार प्रयास करते हैं।</li> <li>नौजवानों के सांस्कृतिक विकास के लिये लोक राज समिति, रंग भूमि नाट्य समूह की सहायता के साथ नृत्य और नाटक में प्रशिक्षित करती है।</li> <li>क्षेत्र के नौजवानों और बच्चों के शारीरिक और मानसिक विकास के लिये लोक राज समिति ने समय-समय पर खेल-कूद, चित्रकला, वाद-विवाद, आदि की प्रतियोगितायें आयोजित की हैं।</li> <li>2007 में राशन कार्ड बंद किये जाने के खिलाफ़, लोक राज समिति की अगुवाई में संघर्ष चलाया और खाद्य विभाग को पुनः राशन कार्ड जारी करने को बाध्य किया। राशन वितरण में धांधली के खिलाफ़ लगातार संघर्ष करते आ रहे हैं।</li> <li>नये सार्वजनिक शौचालयों का निर्माण किया गया है। इसके लिये बीते 8 वर्षाें से लोक राज समिति की अगुवाई में, कालोनी की महिलाओं और पुरुषों ने कई बार अधिकारियों तथा जनप्रतिनिधियों को मांग पत्र सौंपे और लगातार धरने-प्रदर्शन व संघर्ष किये।</li> <li>‘जन अधिकार कनेक्शन-योजना’ के तहत सभी कालोनियों में पानी का कनेक्शन देने की दिल्ली सरकार की 30 अगस्त, 2016 की घोषणा, यह लोक राज समिति के लम्बे संघर्ष का परिणाम है। इसके लिये दिल्ली में 27 जुलाई, 2016 को व्यापक जन अभियान चलाया गया।</li> <li>टैंकरों में धांधली और भ्रष्टाचार के खिलाफ़ लोक राज समिति ने दिल्ली जल बोर्ड के सामने कई बार धरने दिये और हस्ताक्षर अभियान चलाये।</li> <li>सीवर लाइन डाले जाने की मांग को लेकर 2006 से लोक राज समिति ने कई प्रदर्शन किये। इस संघर्ष का नतीजा है कि फरवरी, 2017 में दिल्ली सरकार ने समस्त कालोनियों में सीवर लाइन डालने का ऐलान किया।</li> <li>ओखला फेस 1-2 के अंदर डी.टी.सी. बस सेवा, जो पिछले 6 वर्षाें से बंद थी, को फिर चालू करने के लिये लोक राज समिति ने लगातार संघर्ष किया। अब ये बस सेवायें बहाल कर दी गई हैं।</li> <li>पिछले 8 वर्षाें से खस्ता हाल में पड़ी यूनानी डिस्पेंसरी को, लोक राज समिति के अडिग संघर्ष की वजह से, दवाइयों और अन्य सुविधाओं सहित चालू कर दिया गया है। इस क्षेत्र में डिस्पेंसरी खोलने की मांग को लेकर बीते दो साल से लोक राज समिति संघर्ष कर रही है।</li> <li>निवासियों, खासकर महिलाओं की सुरक्षा के लिये मुख्य people’s organisations came together on March 19th in Chennai to discuss a fundamental transformation of the political and electoral process.</p> <p>Organisations represented included: Lok Raj Sangathan, Swaraj Abhiyan, Gandhian Initiative for Social Transformation, Anti Bribe Coalition, Workers Unity Movement, Valamaana Thamizhagam Party, Sirupaanmai Makkal Iyakkam, Thozhilhaalar Poratta Iyakkam, Citizens Committee – T.Nagar, Sabari Green Foundation, Fact India, Popular Front of India, Social Democratic Party of India, Social Democratic Trade Union, Ilhangyargalh Meetpuk Kalham, Gandhiya Sama Dharma Iyakkam, 5th Pillar. Many individual activists also participated.</p> <p>Speakers, while analyzing the current political situation and the results of the 5-state assembly elections, pointed out that people do not have any right in this polity other than the right to vote. Through money, muscle and media power political parties of the establishment prevent the people from solving their day-to-day problems and playing a central role in running the affairs of the country.</p> <p>Many participants agreed that EVMs were manipulated in the assembly elections to ensure a decisive result.</p> <p>Participants pointed out that superficial reforms to the political and electoral reforms are not what people are expecting.  We have to work towards a fundamental transformation of the political process. We have to demand the right of people to select and elect candidates, right to recall, right to initiate legislation. Organising referendums as a medium to express people’s views on a particular policy or action of the government was discussed.</p> <p>Participants also discussed the severe crisis being faced by various sections of people such as youth, women, farmers and others.</p> <p>Participants resolved to take the discussion on these issues to the people and organise them into people’s committees so that they can wrest their political rights in the polity. Activists from a number of parties and organisations participated in the discussion.</p> <p>Introducing the topic, Sucharita who convened the round table, raised the question whether the results of the election represented <em>"janadesh"</em> or the adesh of some vested interests. She said that the experience of all the elections shows that the elections are <img alt="political forum Harminder Singh" data-entity-type="file" data-entity-uuid="a968663e-7020-4016-a900-c5e5017629ec" src="/sites/default/files/inline-images/20170315_PF_Harminder.jpg" class="align-right" />manipulated to by the powerful sections to produce the result that advances their narrow agenda. Lok Raj Sangathan’s President, S. Raghavan cited examples of blatant rigging, manipulation of EVMs, use of the corporate controlled media, money and muscle power in the elections, to show how the big business houses decide which political party can best serve their interests and organize to bring that party to power. That is why we see that whichever party forms the government, the economic and political agenda remains that which is set by the big monopolies, Indian and foreign. Indian people are not sovereign. People do not have the right to select their candidates, to hold their elected representatives accountable or to recall them, to take vital decisions that affect their lives. Describing this system as a continuation of the colonial legacy, he called upon all participants to express their views on the fundamental change that is required, a change from the root. He asked them to address the question: what should be the new system that can ensure that people can become the real decision makers?</p> <p>The opening presentation of Shri Raghavan was followed by interventions from a number of participants. These included Alok from Krantikari Yuvan Sangathan, Narinder from Indian Council of Trade Unions, Prakash Rao from Communist Ghadar Party of India, PK Shahi from CPIML, Dayanand from Yuva Bharat, Maheswaran from Desiya Makkal Shakti Katchi, and Harminder from United Sikh Mission. The participants expressed the view that the biggest monopolies controlled the state and used elections to bring to power a government of their choice. Many participants highlighted from their own experience how elections were regularly rigged.</p> <p>Speakers pointed out the role of the corporates and the media controlled by them in the corporation elections in Maharashtra as well as in the assembly elections to the five states.</p> <p>Participants pointed out that these elections were being held in conditions when the biggest monopolies were carrying on all sided attacks on the livelihood and rights of workers and peasants. They are declaring that all those who do not agree with their agenda are “anti-national”! The people are refusing to take these attacks lying down and fighting back. In these conditions, the ruling class has tried to use these elections to declare that it has the “people’s mandate” for its anti-people agenda. This is a monstrous lie which we must expose before the whole people.</p> <p>Speakers referred to the fact that though the majority of Manipuri people are opposed to the AFSPA, majority of the Indian people are opposed to the exploitation and attacks on their rights, the electoral process does not reflect any of this but time and again, churns out victory for one or another Party of the exploiting class. A speaker pointed to the fact that elections today are conducted like a business model, by management experts.</p> <p>Speakers pointed out that the role of political parties should be to organize the people and make them conscious of their rights, and enable people to rule themselves. However, the political parties of the ruling class are actually working to depoliticize people. They divide the people on religion, caste, ethnicity, region, etc and smash the people’s unity. There is no real difference between the different parties of the ruling class which are labeled as secular or communal. They all defend the agenda of the bourgeoisie and attack the rights of the working class and peasantry.</p> <p>A speaker recalled the vision of India proposed by the Ghadaris, the revolutionaries of the Hindustan Ghadar Party as early as 1915, by Shaheed Bhagat Singh and his comrades, of an India where there will be no exploitation and people will be masters of their own destiny. Contrasting what exists today with that vision, he expressed the view that the foundation of the Indian state is colonial and has not done us any good. We need to recognize that and take up the struggle to achieve that unfinished mission of our martyrs. We must mobilise all the Indian people to understand that this foundation is anti-people.</p> <p>Various participants put forth the fundamental changes they felt were needed to the political system and process in order to ensure that people were indeed empowered.</p> <p>Summing up the discussion, Sucharita of Lok Raj Sangathan called on all participants to unite and take forward the struggle for the realization of these thorough-going changes proposed by various participants -- the need for mechanisms by which people can select their own candidates, hold elected representatives to account, recall them and initiate legislation. सभी की जीत हुई। हमारे संगठन के साथियों ने सारे इन्तज़ामों का ख़्याल रखा था, जिस से कि किसी भी महिला को कोई भी खेल खेलने में तकलीफ़ ना हो। उदहारण के तौर पर, जब कुछ महिलाएं उनके छोटे बच्चे उनके साथ होने के कारण खेल नहीं पा रहीं थीं, तब हमारे महिला साथियों के साथ साथ पुरुष साथियों ने भी बच्चों को सँभालने के लिए हाथ आगे बढ़ाये, जिस से कि वहाँ पर उपस्थित सभी महिलाओं को खेलों में खुलकर हिस्सा लेने का मौका मिला। मजा तो तब आया जब खेलों के बीच एक 75 वर्षीय महिला दौड़ में जीत गयी! तब वहां उपस्थित सभी महिलाएं खुशी से झूम उठीं और अपनी कुर्सी से उठकर तालियाँ बजाने लगीं। रस्सी खींच की स्पर्धा में इतने उत्साह से भाग लेनेवाली महिलाओं वे सिद्ध किया कि वे सबला हैं, ना कि अबला! पूरे कार्यक्रम का माहौल एक उत्सव जैसा था जहाँ हर महिला खुलकर अपने मन में छुपे अरमानों को खुशी से पूरा कर रही थी।<br /> कार्यक्रम के अंत में लोक राज संगठन की स्थानिक समिति के एक सदस्य ने बहुत ही स्फूर्तिदायक भाषण दिया। उस भाषण में साथी ने अन्तरराष्ट्रीय महिला दिवस का गौरवशाली इतिहास इस प्रकार सामने रखा कि लोगों के रोंगटे खड़े हो गए। उन्होंने संगठित होकर अपने हक्कों के लिए लड़ने का महत्त्व समझाया। और इस बात पर भी जोर दिया कि किस तरह अगर आज भी हम अपनी मुश्किलों से मुक्त होना चाहते हैं, तो उसके लिए संगठित होकर हमें लोगों का राज स्थापित करना होगा, हमें ‘लोक राज’ लाना होगा। भाषण के खत्म होने पर तालियों की बराबर तेज आवाज ने दिखाया कि साथी द्वारा दिया गया सन्देश लोगों के दिल तक पहुंचा था।  <br /> बच्चे, बूढें व नौजवान - हर एक ने कार्यक्रम को बहुत ही सराहा और कहा कि ’’ऐसा कार्यक्रम हम ने पहली बार देखा है। ऐसा कार्यक्रम दुबारा आयोजित किया जाना चाहिए।’’ लोगों के चेहरे से झलकती खुशी ने यह साफ दिखाया कि मैराथन सोसायटी में आनेवाले दिनों में  लोक राज संगठन एक सशक्त ‘लोगो का संगठन’ बतौर बनकर उभरेगा। </p></div> Sun, 19 Mar 2017 10:38:09 +0000 admin 2129 at http://www.lokraj.org.in International Women’s Day celebrated enthusiastically in Badlapur! About 70 women and 30 children participated. The most interesting and delightful thing about the program was that young women in their early twenties and young at heart women just 75 years old participated with full enthusiasm. The residents were full of praise for the members of our Lok Raj Sangathan for taking the initiative to organise this program. They were so happy that many of them expressed their desire to join our organisation.</p> <p>For a long time now, the comrades of our Lok Raj Sangathan who stay there have been doing good work in the society with the help of the residents. Last year they had organised a grand open-air program on the occasion of International Women’s Day. They had then implemented a project to clean up the society and a campaign for improvement of the roads leading to the society. This had led to improvement of the society and the local corporator had also promised to get the road work done. The residents have started recognising the strength of organisation. Due to the lofty aims of our comrades, many residents had joined in. That is why one of the importatn aims of organising the program was to promote the idea of working collectively in an organised manner. To instil the belief that organised efforts do bear fruit. That is why people did understand the importance of getting organised in the local committee of Lok Raj Sangathan.</p> <p>The program began with the members of the local committee rendering inspiring songs related to women’s struggles. After that the women enthusiastically, <em>dil </em>se, participated in various games. <em>“Friendship first, competition later!” </em> In these celebrations that were organised in this spirit, there were no losers! Each and everyone was a winner. Our organisation had made all the arrangements, so that no woman would find it difficult to participate. For instance, when some women came with their very small kids, the comrades of Lok Raj Sangathan – men as well as women – undertook the responsibility of looking after them, so that no woman was left out of the fun and games. It was so great to see a woman of 75 years winning a running race! Everyone gave her a standing ovation! Women participating in tug-of-war proved that they are by no means the weak sex! The entire program was like a festival in which every woman could participate to her heart’s desire.</p> <p>In the end one of the members of the Lok Raj Samiti gave an inspiring speech. Her rendering of the history of International Women’s Day deeply stirred one and all. She explained the importance of getting organised and fighting for our rights. She stressed that if we want to overcome all the problems that we face today, we need to organise and establish Lok Raj! The applause that she received proved that her message had gone straight to the people’s hearts.</p> <p>Young and old were full of praise for the function and declared, “This is the first time we have seen such a function.
